MANILA, July 14 (Mabuhay) – Senator Panfilo Lacson had already questioned Budget Secretary Florencio Abad’s rationale behind the Disbursement Acceleration Program (DAP) in the past.

“I questioned that. I told him, why would you pool the monies not obligated or used, or money you did not release? How could you declare savings in the middle of the year. I don’t think it’s fair for agencies to release to you whatever amount that was not used,” he said.

He said Abad’s answer was not clear. “His answer was not clear. He just said there’s a National Budget Circular 541. He appeared surprised why I knew about 541.”

Lacson nonetheless urged the government to file a motion for reconsideration.

He cited the presumption of regularity in the creation of the program to accelerate spending. “I’m not prejudging the SC, but it seems they want the government to prove good faith. The principle is not like that.” (MNS)
