Budget chief Abad insists DAP made to fast track disbursements

MANILA (Mabuhay) – Budget Secretary Florencio Abad insisted on Tuesday that the controversial Disbursement Acceleration Program (DAP) was made to fast track the release of funds for “immediate needs.”

Abad stressed that since the re-allocation would not need the approval of Congress, funds were released faster.

Alam niyo naman ang proseso sa Kongreso, minsan may katagalan kasi unang-una, magsu-submit ka sa House, tapos pag-uusapan sa House, tapos pupunta naman sa Senado, pag-uusapan sa Senado, tapos pupunta na sa Pangulo,” he said.

In particular, Abad cited the immediate need to purchase precinct counting optical scan (PCOS) machines for the March 2013 elections.

Noong panahong iyon, hindi sapat ang pera ng Comelec para bumili ng PCOS machine, kaya sinabi ng Supreme Court, pumunta ng Kongreso at humingi ng supplemental budget, pero sabi mismo ng isang hukom doon, kung dadaan doon, baka tapos na ang eleksyon, wala pang pondo,” he said.

May mga pagkakataon na ganoon na hindi tayo pwede bumalik sa Kongreso dahil immediate na kailangan,” he added.

When asked to comment on calls for the filing of malversation case against him, Abad insisted that the Supreme Court decision did not indicate any irregularities or anomalies in the implementation of the DAP.

In the same interview, Abad reiterated that his department will soon release a list of projects under DAP.

The DBM earlier released a list of 116 projects that were funded through DAP. Some of the items on the list, however, lumped together funds for infrastructure and local government projects that were requested by lawmakers and national government agencies.

 “Ang kailangan lang nating detalyehin ay projects na napupunta sa mga komunidad. Marami itong klase, ‘yung scholarship, medical, livelihood, local infrastructure programs. Daan-daan iyon, kaya makapal talaga, kaya naka-summarize nalang iyon,” he explained.  (MNS)
